Please post meeting recaps, planning discussions, and other action items as replies to this thread. Our action items are getting a bit too scattered among the forums. It'll be easier for us to keep track of things if we centralize it here.

I'll start by recapping some of the important previous posts. If I've missed something, please feel free to add to this by replying to this discussion.

ACTIVITIES RECAP 23-MAY

1. Paeng is trying to schedule an FOI Law Educational Session with Eirene Aguila's contact. We've determined that Saturday is the best day. Link

2. Paeng is looking for volunteers to help with a YouTube clip. She outlines the action items here.

3. Pippo is coordinating with Atty Malaluan of ATIN on their organization's next general meeting so we can attend and ride on with the efforts of other groups. No confirmation yet from Atty Malaluan on when that is. (While we are waiting, we sketched out an overall strategy during the Team RP general meeting 22-May. See Strategy Section below.) link

Update of the Truth Committee overall objectives, timeline, and general strategies
As per Team RP general meeting held 21-May and developed by Harvey, Paeng, and Pippo.

Truth Committee Overall Objectives
Get an effective FOI law passed by the senate.
After it is passed, watch over the correct implementation of the law.

Timeline
For passing the law, July '08 until December '08, the opening of congress after recess. (As per conversation with Atty Malaluan link)

Summary of Strategy
Phase 1 - Email campaign aimed at college-educated youth, leading to...
Phase 2 - Media exposure raising support for FOI among the wider population

Strategy Details
1. Put together a youth sector mailing list -- as large as possible. Sources can include:
a) Team RP's Multiply contacts (around 200 I think)
b) Those that signed the FOI petition (said to be around 1600)
c) The contact lists / social networks of Team RP's active members
d) The membership mailing lists of Reform Committee's partner organizations
e) Sign-ups from Reform Committee's events and concerts
f) The mailing lists of other organizations that have been present in Team RP's general meetings, like Ang Kapatiran (especially their youth arm, K2)
g) Youth-oriented organizations under the AER/ATIN umbrella
h) Viral
i) Exposure on prominent political blogs like Manolo Quezon's mlq3, Ricky Carandang, etc. (any other suggestions?)
j) Any others?

2. Create the content for an email campaign. The campaign should be:
a) Regular, at least once every 2 weeks. Repetition will be key to raising awareness
b) Multi-channel. Can be transmitted over email as well as pinoy-heavy social networks like Multiply, Facebook, and Friendster
c) Informative
d) Contains calls-to-action: signing petitions, attending rallies, contributing content
e) Viral. Makes the recipients want to forward it to their friends because it's compelling / entertaining / valuable
b) Opt-out, which means that if the recipient isn't interested in receiving future emails, there is a way for them to unsubscribe

3. Convert the awareness and activity generated by the mailing list into media exposure
a) As Harvey reasons, if you get big enough on the internet, the media will pick up your story
b) Think up nontraditional, clever, newsworthy activities participated in by many people (thanks to the mailing list)
c) If all goes well, media placement will enable us to reach the vastly more numerous sectors that we cannot reach with an email campaign
b) Resource people to help us with this might be Team RP's PR guy (forgot his name) and Ang Kapatiran's advertising people (they attended today's Team RP meeting).

Reality Check
The following are the critical points in the strategy, the points where we might not be able to proceed to the next necessary stage.
1. We fail to gather enough people for our mailing list
2. Our email campaign fails to motivate people to act
3. Insufficiently newsworthy activities fail to generate media exposure to bring awareness to a wider audience

How is this different from what we discussed in our Truth Committee 1-May meeting?
We identified many other sectors to reach out to (see Paeng's recap). Unfortunately it appears our resources and manpower greatly limit what we can realistically accomplish. So at least for Phase 1, we may need to focus our attention to youth with regular access to email / internet. If we are successful in reaching Phase 2, the media attention can hopefully get the message out to other groups we identified: teachers, farmers, OFWs, etc. The Church may already be represented in the ATIN/AEN's network of organizations.

Paeng, Rhia, Ryan please let me know if you feel that we should pursue other sectors in Phase 1. Also, please feel free to express your comments, suggestions, and especially anything you disagree with :)

Paeng's Recap of the Truth Committee 1-May Meeting in Robinson's Manila
Reposted from here. There are many outstanding action items here. We may not get to do them all, but at least the ideas are listed down here.

Here are the key areas that have been discussed last truth committee meeting in Figaro, Robinson's Place Manila:

1. We should define our group - the truth committee:
Who are we?
What can we commit?
What is our vision for our group?

2. Link up with other organizations who are conducting the same campaign:
a. Identify key organizations in this campaign: those who have been in this for years: possibly TAN, ATIN and AER
b. Make a checklist of those untapped organizations.
c. we must coordinate our activities with theirs and prepare a timeline which we should follow as we conduct our events.
d. Sectors considered: We must tailor our campaign to the different sectors and show the relevance of PAIL to each of them.
- OFWs
- Church
- Economists: AER, FTA, Youth advocates for Economic Progress
- Law community: Law schools, ALSP,
- Youth: Schools, Out of school youth
- Teachers
- Farmers
- Journalists and the media

3. How to get the message across:
a. Lightning plays
b. website
c. Commercials
d. Intensified Email Campaign
e. Ambush campaigns

4. Review the bills that is currently in congress

5. Consider Line-Item Budgeting Bill as complementary to the FOI Bills

May 31 Meeting Recap:

The meeting was focused on the FOI Campaign and I would like to thank everyone for taking the time to attend!

1. the content of the cyberspace campaign was discussed:

• certain issue per email all showing the necessity of the FOI law
• ride on an issue: meralco or rice crisis
• We use gut issues which will pefully arouse feelings of frustration then we follow it up by presenting FOI as a solution

o We can ride on the following general issues:
kuryente, sweldo, presyo ng bilihin, tax
Education: miscellaneous fees and dev’t costs

• Approach towards the media: More detailed

2. Target audience:
o youth
o OFWs
o Yuppies (call center agents/bloggers

3. Medium of Information Dissemination regarding FOI
• BLOGS! Emails, social networks
• We try to send out different messages (edited) for different channels and audience. Doesn't have to be too different, we can edit a sentence or phrase.

4. What a good foi law must have
o We will have a meeting with Atty. Eirene's friend about this on Saturday. Please free up your schedules!

5. Try to contact the following senators who can help us in passing the bill in senate.
• Sen. Bong Revilla
• Sen. Pangilinan

6. BLOG/Forum discussions where people can share stories of corruption
• In the emails (which we are going to start once this blog/forum is up) we will ask them to share their own stories of corruption especially those which are connected to the FOI Law.
• Many in the meeting already have their own stories so we may use those for the first weeks until we get the ball rolling and the blog would finally be filled with stories from different contributors.
• More on this on another comment specifically about the Truth committee meeting.

7. Miscellaneous stuff:
o we can guest in RATs, a radio program in 99.5 RT i think. They are looking for social issues they can tackle in their program.

Truth Committee Meeting, May 31:


“bwiset”
We must use their frustrations with regards to different gut issues, and channel them hoping to convert those frustrations into actions.


Gut: lose credibility?

We must however temper our messages so as not to appear like the average reklamador. We must also maintain our credibility by giving them reliable information.


SaTotooTayo Blog/Forum

We will have a blog/Forum where we will invite people to share their stories of corruption. The domian name will be: SaTotooTayo.com which was the original name of the FOI/PAIL campaign.

The blog must contain:
FUN part!
1. Education part regarding FOI, etc
2. stories and forums
3. Updates on the status of the bill in congress

Regularity: 3x a week for the first 2 weeks
Then daily

Language to be used: English - colloquial

Guidelines:
We will have guidelines with regards to the stories/articles we will approve for posting in the Blog/Forums which will protect us from any unnecessary trouble.
Example:
1. If you are going to enumerate names of corrupt government officials/staff, you must not use a pen name.
2. Your email address instead of your real name.

Assignment:
* Find signature campaigns – encode
Contact Karen, Eli and Krisel
* set up the blog
* finalize the initial email
* Collate stories for the blog/forum
* Make another editorial cartoon showing FOI as strong and important.
* finalize database
